Case Number 17-3914
On February 24, 2017, at about 8:43 p.m., Reno police officers received multiple reports of shots fired with a subject down in the area of Smithridge Dr. and Filbert Rd.  Responding officers located a shooting victim who ultimately succumbed to his injuries.

Reno Police Department homicide detectives responded and initiated an investigation.  

Witnesses reported the suspect(s) were in a dark colored passenger car which fled on Filbert Rd. immediately following the shooting. The witnesses also described other vehicles in the area before, during, and after the shooting.

The victim got out of his vehicle to confront the driver of another vehicle that had just cut him off and then stopped in an intersection when the suspect exited his vehicle and pointed a gun at him.  The victim got back into his vehicle and drove away.  The suspect is described as: Hispanic or Asian male, mid twenties, 5’5” tall, thin, LSW a black colored hooded sweatshirt and driving a Gold Toyota Camry.

   Officers responded to a report of a subject who was pointing a gun at passing vehicles, breaking the windows of a car and entering it.  Upon contact with the suspect officers discovered the gun was a BB gun and Tyler Stoltz, DOB 11/15/1985, was arrested on the above charges.

Officers observed an occupied stolen vehicle and conducted a stop.  Richard Jager, DOB 7/1/1992, was arrested on the above charges.

1706    South: Arrest – Larceny / Battery / Battery on a Peace Officer / O&R on Meadowood Mall Way.

The suspect previously stole merchandise and then returned and started taunting the employees.  When one employee attempted to call security he grabbed the phone and threw it.  He then bit the security personnel.  Officers responded and the suspect hit an officer in the head while being taken into custody.  Joseph Kassai, DOB 10/19/1994, was arrested on the above charges.

Multiple ATM skimming devices located in the Reno area

2/9/2017

Reno, NV— On February 2nd, 2017 the Reno Police Department Patrol and Detective Fraud Division responded to multiple locations in the downtown Reno area on reports of skimming devices found on ATM machines.  Three devices and associated video cameras to capture pins were recovered.  Multiple additional ATM machines showed trace evidence of skimming devices having been recently attached.  (See attached informational flyer on how skimming devices work)

A similar instance with identical devices occurred in the Reno area in April 2016.  Shortly thereafter customers who had used the ATM machines with attached skimmers reported fraudulent activity on their debit/ credit cards.  (See attached images of devices in the Reno area)

Subsequently, the investigation in 2016 identified multiple suspects who were fraudulently using the cloned information to obtain cash.  This group and their operations were identified as a traveling group who had hit multiple cities on the west coast.  (Still images of the suspects have been attached). 

The Reno Police Department urges the community to take the time to observe any irregularities when using any ATM.  

Please see the following suggestions for identifying a skimming device:

Look at the ATM as you approach it and look at the overall appearance of the machine.  Do you see any mismatched pieces, slightly different colored pieces around the card reader, PIN pad, or screen.  Look for anything different that could stand out such as misaligned parts, or graphics on the machine.  Look for possible adhesive or tape on or around the card reader, or near or above the area of the PIN pad.  All of these could be signs the machine has been tampered with and or altered with a skimmer attached to it. 

Wiggle Everything- After looking at the machine wiggle the card reader, the PIN pad, and look for wiggling, or loose parts.  ATMs are hardy machines and should not have loose parts on them.  Also while entering your PIN number, place your hand over the pad to avoid anyone looking at the numbers entered either by sight or by a camera placed on the AMT machine. 

If something doesn’t seem right with the machine it probably isn’t, don’t use it and notify the bank or store that something is not correct with the machine.  If there is a skimming device in place, this could assist law enforcement in recovering possibly evidence to the crime, as well as stop other people from becoming victims. 

If you do fall prey to a skimming incident notify your bank as well as local police in a timely manner as there is usually numerous victims to these crimes, and the evidence for these crimes is time sensitive and needs to be collected before it is gone.

**Update** After a thorough search conducted by the Reno Police Department, The Washoe County Sheriff's Office, and The Sparks Police Department the following locations have been identified as having ATM skimmer devices and clandestine cameras that capture entered pin numbers.  All ATMs were located on the interior of these 7-11s.  Additionally, several locations were identified as having trace evidence of having a recent skimmer attached.  All located skimmers and cameras have been removed.

0237    South: BDW, Firearm on Mill St.

Officers responded to a report of a victim being treated for a gunshot wound to the shoulder.  The victims injury is non-life threatening.  The investigation is ongoing and there are no suspect descriptions at this time.

0347    South: Attempt Commercial Burglary on Plumas St.       

Officers responded to an alarm and discovered someone had attempted to break the glass window.  There are no suspects at this time.

0800    South: Commercial Burglary on East Pueblo.

Officers responded to a report of a possible Burglary and discovered the window had been smashed and cash was stolen from the cash drawer.  Total loss has not been disclosed and there are no suspects at this time.

1126    North: Arrest – PCS / Poss. of Drug Paraphernalia on East 9th St.

Officers responded to a subject who was attempting to steal merchandise.  When they made contact with the suspect he spat on them and became uncooperative.  Jason Larzelere, DOB 11/14/1972, was arrested on the above charges.

1630    South: Robbery on South Virginia St.

The victim was approached by the suspect who exited a vehicle, indicated he was armed and began yelling at him.  The victim gave the suspect his cash and the suspect got back in the vehicle and fled.  The suspect is described as: H/M/A, mid twenties to mid thirties, 5’-7” tall, 170-200 lbs, LSW baggy clothing and a black Raiders hat.

0830    Central: Arrest – PSMV / Ex-Felon in Poss. of an Electronic Control Device on East 2nd St.

Officers observed the suspect exit a stolen vehicle and then enter a business at the above location.  Jeffrey Standefer, DOB 7/7/1975, was arrested on the above charges.

1545    South:  Burglary on South Meadows.

A witness observed the suspects carrying a safe through the parking lot and when he confronted them they dropped the safe and fled.  During the investigation it was learned that there had been several similar type Burglaries in the area.  The suspects are described as: #1 B/M/J, mid teens, 5’-9” tall, thin build, LSW a dark jacket and tan pants.

#2 H/M/J, mid teens, thin, mustache, goatee, LSW a dark jacket and ripped jeans.

0341    South: Arrest – PSMV / PCS / Poss. Of Burglary Tools on Kietzke Ln.

Officers were dispatched to an unwanted subject sleeping at the slot machines and during the investigation it was discovered the suspect had arrived in a stolen motor vehicle.  Eric Hoffman, DOB 2/17/1991, was arrested on the above charges.

The suspect was talking to an employee about merchandise when he stated he had a knife and then grabbed the merchandise from the counter and fled.  Total loss has not been disclosed.  The suspect is described as: W/M/A, 5’-11” tall, thin build, LSW a black base ball cap, black jacket, jeans and white “DC” shoes.

            The victim had made arrangements to meet the suspect to sell some property and was      waiting in his vehicle when the suspect entered, produced a gun and demanded his             property and money.  The suspect is described as: B/M/A early twenties, 6’ tall, LSW a             black hoodie and grey pants.

Officers responded to reports of shots fired and discovered several bullet strikes on the wall of a building and a vehicle in the parking lot that had also been struck.  There were no reported injuries and the investigation is ongoing.

The victims were approached by the suspects who demanded their property.  One of the victims punched one of the suspects but a second suspect then produced a gun.  The suspects then stole their money and fled.  The suspects are described as: #1B/M/A, 6’2” tall, LSW a black and white baseball cap, gray sweater and green pants.  #2 B/M/A, 5’5” tall, “chin strap” beard, LSW a red hooded sweatshirt and blue jeans.

The victims were approached by the suspects who demanded their property.  One of the victims attempted to flee when the suspects fired striking the victim in the legs.  The victim’s injuries were non-life threatening.  The suspects are described as: #1 H/M/A, mid twenties, 5’8”-5’11” tall, 150 lbs curly dark hair, goatee, LSW a black base ball hat.  #2 H/M/A, mid twenties, 5’8 – 5’11” tall, 150 lbs., heavy build, LSW dark clothing.

Officers responded to a subject who was being held for Battery.  As they were taking the suspect into custody he became combative and began kicking their patrol car windows.  Michael Roach, DOB 8/25/1985, was arrested on the above charges.

Officers responded to a suspect who was being held for trespassing and fighting with employees.  As Officers were taking the suspect into custody he became combative with them.  Atilano Perez, DOB 3/1/1978, was arrested on the above charges.

The victim and suspect were involved in an argument and were asked to leave the business. Once outside the suspect battered the victim causing him to lose consciousness.  The suspect is described as: W/M/A, 6’2” tall, 215 lbs., shaved head, LSW a black shirt and blue jeans.

The victim and suspect were inside the residence eating dinner when the victim made a comment and the suspect jumped up and stabbed him in the stomach. The victim was transported to a local hospital for non-life threatening injuries. The suspect has been identified but is still outstanding.

The victim woke to find the suspect inside the residence.  When the victim screamed the suspect fled.  The suspect is only described as: Unknown race subject wearing a hooded sweatshirt.

The victim and suspect had been involved in an argument earlier in the day but resolved the issue.  Later in the evening the victim was confronted by the suspect who cut her in the neck with an edged weapon and then fled.  The victims injury is non-life threatening.  The suspect has been identified but is still outstanding.

1733    South:  Arrest – PCS / O&R on Kietzke Ln.

Officers conducted a stop of an occupied vehicle with subjects that were reported to match the description of subjects who were wanted in a previous crime. The occupants were not the subjects authorities were looking for but were arrested on other charges.  Anthony Kendall, DOB 4/13/1986, was arrested on the above charges.  Mark Berg, DOB 8/5/1985, was arrested for PCS, Poss. Drug Paraphernalia, O&R, Failure to Register Sex Offender & ID Theft.
