Chelsea Lowen, DOB 3/2/1989, was arrested on the above charge.

The suspect had backed into the victims motorcycle and a physical confrontation occurred. When the suspect was knocked to the ground he produced a gun and threatened the victim. The suspect then fired several rounds as he fled the area. Officers located the suspect a short time later. Juan Franco-Ramos, 1/10/1986, was arrested on the above charges.
